Description
Background The way learners access education is changing and increasingly incorporates learning from third-party websites and systems, not just those provided to them via HEE's own platforms and systems. Many of those systems contain poorly structured data that needs indexing, enriching and aggregating so that it can be searchable through HEE's websites. The TEL programme is in the process of developing a new learning product for everyone working in health and care in the UK. The Learning Hub will be a powerful new digital platform that will provide easy access to a wide range of education and training resources for the health and care workforce. The Learning Hub will be the place to go to access and record learning from a broad range of shareable resources, including existing e-Learning for Healthcare (e-LfH) programmes, and resources contributed and uploaded from the user community. The Learning Hub will also encourage discussions to take place around the uploaded learning content and networks to form around areas of shared interest to maximise the opportunities for collaboration and realise the potential of the resources. HEE have invested in the implementation and development of a taxonomy management system (Pool Party) and have developed a range of taxonomies and knowledge graphs. Currently, search is provided through the Open-source Elastic search tool. However, connecting these to a search tool in the Learning Hub and making the most of indexing our extensive range of learning resources has proved difficult and we have yet to maximise the value from the taxonomy investment and development. Scope of Contract We are seeking a partner to work with us and provide a method of connecting our Pool Party instance to the Learning Hub and other HEE systems through a taxonomy and resource indexer, data connector and search service provision, so that it becomes more than just a simple index and search bar. All software needs to be hosted on-premise through HEE's Azure instance.
