Description
Leicester City Council (the Authority) is inviting tenders via an Open Tender process for the provision of a Saturday Day service for Leicester City. The process shall be conducted in accordance with the below-threshold contract rules under the Procurement Act 2023 (the Act). The purpose of the Saturday Morning Service is for people at risk of and/or rough sleeping/experiencing homelessness to access substance use treatment support as well as access to practical support (e.g. a breakfast, showers, laundry facilities and activities). The service should provide harm reduction advice and interventions such as distribution of naloxone, brief alcohol and substance use harm reduction advice, advice on safer drug use, managing risks and reducing harms associated with drug use. The proposed contract will be for an initial period of 12 months to commence on 1st July 2026, with the option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for up to a further period or periods of 24 months, potentially taking the contract term to a maximum of 36 months up to 30th June 2029.

Participation
Conditions suppliers must meet to bid.
