Description

Changing Coasts East Riding (CCER) is a £15m project, running to the end of March 2027, which seeks to trial and understand best practice for coastal transition in areas that cannot sustainably be defended from coastal erosion in the East Riding of Yorkshire. CCER is part of the Coastal Transition Accelerator Programme (CTAP), funded by Defra, and managed by the Environment Agency (EA), as part of the wider Flood and Coastal Innovation Programme (FCIP). The Green Book guidance applies to all proposals that concern public spending. It is not a decision-making tool. It is intended to give objective advice to decision makers on how to appraise projects in order to inform investment decisions. The Green Book is not a mechanical or deterministic decision-making device. It provides approved thinking models and methods to support the provision of advice to clarify the social - or public - welfare costs, benefits, and trade-offs of alternative implementation options for the delivery of policy objectives. This assessment will involve reviewing the content of the Green Book and associated guidance to ensure that we are developing proposals and practices that can be adopted from an innovation programme into business-as-usual practice.
