Description

Defence Equipment & Support, Ships Support (Hydrographic and Patrol), part of the Ministry of Defence (MoD), intends to award a Maintenance and Provision of Oceanographic Sensors contract to Ocean Scientific International Limited (OSIL) to enable in-service support, calibration, maintenance, repair and replacement of oceanographic sensors manufactured by AML Oceanographic Limited (AML) used in Royal Navy Multibeam Echo Sounders. The contract will be for 5 years and have an estimated value of £450,000.00 In accordance with the provisions of The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 SI No. 2020/1319, this procurement falls to be regulated under the provisions of the Public Contracts Regulations 2015 (PCR 2015) as amended (in particular by SI 2020/1319). Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(2)(b)(ii) of the Public Contracts Regulations 2015 for technical reasons. This is because AML has confirmed that OSIL is the only supplier in the UK authorised by AML to distribute and calibrate its equipment. OSIL has access to AML standard operating procedure, technical support and tooling and equipment needed for the correct calibration, functioning and longevity of the equipment, and has provided in-service support to the capability since 2008.
