Description
Torridge District Council is in the process of reviewing regeneration opportunities in Bideford, the primary town within the district. \r This procurement exercise seeks to identify and appoint an experienced, expert consultant, to lead on the development of a HM Treasury Business Case, using the 5-case model. This will align with Local and Central Government expectations, provide opportunities for grant funding applications and ensure robust, well informed, decision making that looks across the 5 dimensions of the project. This business case will need to provide robust evidence in order to provide reassurance and confidence not only to TDC but also to key stakeholders, including the Bideford Regeneration Board, Torridge Place Board, government partners and potential investors. At the heart of that business case needs to be deliverability and appropriateness for the location, community, local economy, environment and strategic commitments.\r The overall aim of this work is to move towards becoming fundable by undertaking the expected key steps to progress from unfunded vision to delivery and thus to creating impact. \r A maximum budget of up to £50,000 is available for the task. This should cover all aspects of the work, and a clear breakdown of costs, including day rates and day allocations for consultants, should be provided to justify the fee.\r This work is funded by the UK Shared Prosperity Fund. All work will be required to adhere to MHCLG branding and communications requirements (appendix 5) and will need to be completed and defrayed before the end of March 2025.
