Description

The London Borough of Hillingdon is seeking an experienced provider to deliver SEND Disagreement Resolution and Mediation Services. This service provides independent disagreement resolution and mediation services to young people, parents and carers of young people with Special Educational Needs and Disabilities (SEND) in accordance with the Children and Families Act 2014, the SEND Regulations 2014 and the SEND Code of Practice 2015 (and any related legislative changes, statutory guidance or recognised as best practice introduced during the Contract Period). The contract will be let for 8 years with an annual review built into contract management. The estimated contract value over the eight-year term is £556,800. This may be increased or decreased if the Council's requirement changes. Any future change would be subject to formal variation in accordance with contract terms. The tender will be run under Competitive Flexible Procedure and participants will be required to meet the criteria of Stage 1 before being invited to Stage 2

Participation

Conditions suppliers must meet to bid.

To qualify at Stage One to be shortlisted and invited to bid at Stage Two: Bidders must demonstrate that they have the economic and financial standing necessary to deliver the contract. To satisfy this requirement, bidders must meet both of the following criteria: Have achieved a minimum annual turnover of £139,200, equivalent to 200% of the annual contract value, in each of the last two accounting periods; and Achieve an Impact of Supplier Failure Score of 51 or above as determined by a financial assessment undertaken through Dun & Bradstreet. Where a bidder does not meet either the minimum turnover requirement and/or the required Dun & Bradstreet score, the Council reserves the right to undertake a further financial assessment to determine the bidder's financial capacity to perform the contract as detailed in the ITT.

To qualify at Stage One to be shortlisted and invited to bid at Stage Two: Bidders are required to submit one recent reference demonstrating a minimum of two years' experience delivering services of a similar scale and nature to this requirement for a local authority (of a minimum 100 referrals annually). The reference must be available for the Council to contact from 3rd August to 16th August 2026 for verification purposes.
