Palladium as the delivery partner for the Foreign, Commonwealth and Development Office (FCDO) funded UK Partnering for Accelerate Climate Transitions (UK PACT) programme invites you to submit a quotation for the services detailed in this Request For Quotation. This RFQ includes the following materials: Schedule 1 - Terms of Reference Schedule 2 - Instructions for submission Schedule 3 - Terms and Conditions Annex I - RFQ Response Form Annex II - Budget and workplan template Summary Malaysia is preparing to chair ASEAN in 2025 and has plans to establish an ASEAN Common Carbon Framework (ACCF). The creation of a regional carbon market through the ACCF will play a key role in accelerating climate action across Southeast Asia. This RFQ seeks a supplier to support Malaysia in this initiative by establishing the governance structure and institutional framework for the ACCF, as well as enhancing regional understanding of the ACCF's potential as a carbon market policy. Key activities will include conducting demand scoping activities, and designing, facilitating and delivering a series of capacity building trainings and a workshop.
