Description
Background HMRCs Executive Committee (Excom) have an ambition for HMRC to be the best continuous improvement organisation in the public sector and an exemplar to others. By including everyone in the organisation in continuous improvement this should also drive better engagement, performance and leadership. PaceSetter is the vehicle by which we expect to achieve this culture of continuous improvement. The use of PaceSetter to drive continuous improvement is inconsistent across the organisation and the purpose of this work is to give Excom an understanding of why the desired culture of continuous improvement is inconsistent across HMRC and make recommendations on what can be done to address this. Expected outcomes The outcome will be a comprehensive written report which will give us an informed independent view of the progress HMRC has made in embedding PaceSetter as our approach to Continuous Improvement and an expert view on the reasons for any inconsistencies between offices, along with themes and recommendations for actions needed to move us to a consistent, mature culture of continuous improvement. As part of this, also: • To check/calibrate our assessment of what good looks like for those offices we have judged to be at Model office status. • To identify what elements we might have missed/not focussed on sufficiently. • To help us understand why other businesses areas may not be using PaceSetter at all. • To provide a comparison against the original principles that PaceSetter was based on when we introduced it in 2010 and the way we have evolved PaceSetter since; and how much we have progressed/diverged from that.
