Description

Following a Regulation Readiness Review carried out in 2025 Constellia on behalf of the Housing and Landlord Services Team within Bristol City Council requires consultancy support to help us prepare for all aspects of the forthcoming Heat Networks Consumer Protection Regulations. The support, to be delivered within financial year 2025/25, should include the following: • A review of BCC's "as-is" processes including compliance with the existing Heat Network Metering and Billing regulations • A comprehensive review of BCC's processes in line with the forthcoming Regulations, to include: o Desktop efficiency reviews of all existing schemes o Development of compliant heat supply agreements o Development of vulnerable customer policies and a Priority Services register o Development of a heat network debt policy including full analysis of existing arrears profile o Strategic review of metering and billing policies and processes, to include all aspects of tariff setting o Resource mapping o Repairs and maintenance specification o Customer comms strategy including development of a new move-in process o Identification of funding opportunities including via the Heat Network Efficiency Scheme (HNES) • A final detailed report detailing all actions required for BCC to become, and remain, complaint with the new Regulations Interested suppliers are asked to email Stuart Hinde by 5pm on the 12th February expressing an interest in the project alongside case studies or similar demonstrating an ability to deliver the contract. Suppliers must also be registered with Constellia's Neutral Vendor Marketplace.
