Description
The British High Commission (BHC) in New Delhi seeks to appoint multiple (minimum 3) qualified contractors under a Framework Agreement to undertake Small Works (involving refurbishment, painting and civil works) across its on-compound and off-compound properties in New Delhi. The Framework Agreement will be valid for 4 years from the start date of the agreement (tentatively 1 October 2026). Successful Contractors will work within the Framework Agreement rates. As and when work is required, detailed Scope of Work along with Request for Quote will be sent to all the Contractors on the Framework. Selection of supplier for downstream work (call-off) will be based on most Economical offer/quote. Those Contractors interested in bidding for the work will submit a commercial proposal against the Scope of Work shared. A detailed Call-Off Award Procedure is provided in Statement of Service Requirement. Scope of work includes below listed (but not limited to) activities to be performed on FCDO/BHC Sites: - Internal Painting for Flat 2BHK, 3BHK, 4BHK and 5 BHK - Exterior Painting - Internal Water based enamel painting works - Deco painting for wooden doors and windows frame works - Melamine polishing works on Door and windows - Melamine Polishing works on Wooden floor - Cleaning of Flats (i.e. 2, 3, 4 & 5 BHK) after completion of work - Griding and Polishing work of stone, marble & mosaic floor - Caulking work - Pigeon Netting work - Bamboo Jafri work - Wooden work - Demolishing, Dismantling and Digging work - Brick, Concrete, Stone and Tile work - Gypsum Board Ceiling work - Provision of MS scaffolding for off and in compound work - Plumbing works - Water Proofing works - Injection Grouting Work - Swimming Pool Refurbishment works - Provision of Providing Technical staff as and when required

| Methodology & Project Plan | The bidder shall provide a clear and structured methodology for the execution of works, demonstrating sequencing, resource planning, and quality delivery. In addition, the methodology must demonstrate compliance with BHC/FCDO Health & Safety requirements, including: Adherence to BHC/FCDO H&S policies shared in SOSR. Preparation and submission of task-specific methodology of each element of works mentioned in SOSR, clearly identifying key risks and control measures for high-risk activities (e.g. work at height, electrical works, hot works, confined spaces), and demonstrating integration with Permit-to-Work systems including isolation/LOTO, hot work permits, and access controls. Deployment of competent supervision and a trained workforce, including toolbox talks linked to site-specific risks Provision of emergency arrangements, including first aid, incident reporting, and escalation procedures The methodology should demonstrate a clear linkage between hazards, control measures, supervision, and on-site execution, particularly within an occupied/operational BHC environment. The Contractor shall submit Risk Assessments demonstrating compliance with BHC/FCDO H&S requirements.
