Description
The Old Oak and Park Royal Development Corporation (OPDC), the ("Contracting Authority") wishes to appoint a Service Provider for the provision of a Multi-disciplinary Consultancy Team to undertake a feasibility and development study looking into opportunities to support SME and micro businesses to develop and stay in Park Royal, and how this can start building a suite of successful and bespoke town centre uses in Park Royal. In 2015, the Mayor of London established a new Mayoral Development Corporation referred to as Old Oak and Park Royal Development Corporation (OPDC) to lead regeneration of the Old Oak and Park Royal Opportunity Area. Park Royal is London's largest industrial estate, employing over 40,000 people and accommodating 1,700 businesses. OPDC's vision for Park Royal is to protect, strengthen and intensify it. A new town centre will be created around the current anchor uses provided by ASDA and the Central Middlesex Hospital, with 1,500 new homes and a diverse range of bespoke town centre provisions to support local businesses, employees, residents and visitors. A vision for the future of Park Royal Centre has already been developed as part of the Park Royal Development Framework Principles document. It is OPDC's ambition to ensure new and existing businesses can benefit from the investment in Park Royal and create 10,000 more jobs. Contract Value: The OPDC estimates the Contract value will range from £30k to £50k. Contract Period: It is anticipated that the contract will be awarded week commencing 20 January 2020. The contract duration is four (4) months from the commencement date. The Contracting Authority has an option, exercisable at its sole discretion, to extend the duration of the Contract for a further two (2) months. Transport for London is undertaking this procurement on behalf of the OPDC. The appointed Consultancy Team shall have the following expertise: • Business planning and financing, including experience of working with social value • Policy and Research • Cost/viability consultant with relevant experience of SME workspace/community or a similar projects The appointed Consultant team will demonstrate the skills required for this project as set out in the specification throughout the contract term. We are looking for experience that demonstrates outstanding context-specific responses that address the requirements presented by the project's specification. We are also looking for evidence of meeting the skills and experience requirements set out in the specification.
