Description
The Authority requires support to fulfil the phases below in the time frames stated and will form the payment milestones. Phase 1: Target Data Operating Environment (to be completed within 2 months of contract award). The Contractor shall: a. Familiarise themselves with the data landscape, business and solution requirements as documented by the Authority within 5 working days of starting the contract. This will be provided by the Authority as part of the implantation period. b. Assist in designing the data architecture for the new Data Operating Environment with the Authority in a way that will enable the application to efficiently ingest the data and transform it for supply to the reporting function. This will involve significant pan-MOD stakeholder engagement. The Authority will supply the point of contact (POC) details for all Stakeholders as part of the implementation period and will involve the Contractor travelling to locations based on the UK mainland. The reporting functionality will include all reports as currently identified by the Authority. Phase 2: Technical Development of the interactive end user interface (to be completed within 2 months of completion of Phase 1). The Contractor shall: a. Design and build the data pipelines for the incoming synthetic data and subsequent live data from a variety of MoD data sources. The system shall be able to ingest, transform and store sensitive data from a variety of internal sources, including but not limited to Army Data Warehouse, Joint Personal Administration. b. Create data quality reporting to monitor the data flows and report errors in the extraction and ingestion process. A format is to be agreed between the Contractor and the Authority as contract award and is to be reviewed on a weekly basis. Phase 3: Implementation (to be completed within 2 months of completion of Phase 2). The Contractor shall work with the Authority to: a. Create the guidelines and procedures, including test cases and scripts, for testing the platform to ensure it meets the needs of multiple types of end user. b. Run and document the results of User Experience (UX) testing with a group of 3-4 end users.
