Description

Newcastle University, together with its partners, are seeking to procure a consultant to deliver an evaluation to the standard of "HM Treasury The Green Book - Appraisal and Evaluation in Central Government". The partner organisation will be expected to provide ongoing advice and guidance, as appropriate, to the project delivery/management team. They will be expected to help support and steer the project and, in the short term, support us to build the case for progression beyond our break-clause in June 2023. The organisation will be expected to be Green book compliant. We would like the successful partner organisation to produce: • An evaluation framework, including logic model, and delivery plan • The first evaluation (including a baseline assessment review of how to demonstrate the benefits of the project) by September 2022 • A robust case for progression past the break-clause • A progress presentation for board by August 2023 (inclusion of case studies) • The second evaluation by November 2024 • A progress presentation for board by August 2025 (inclusion of case studies) • The Final evaluation by December 2026
