Description
Saxilby with Ingleby Parish Council invites tenders for the design and construction of a high-quality, durable, low-maintenance Multi-Use Games Area (MUGA) at Saxilby Public Recreation Ground, Lincolnshire. Works include: Construction of sand-dressed synthetic turf MUGA with football and basketball markings and goals, compliant with BS EN 15330-1:2013 and SAPCA Code of Practice. Installation of rigid mesh fencing, gates, and impact-noise reduction features. Drainage works including French drain and soakaway. Ramped pedestrian/maintenance access, retaining wall with integrated seating, barriers, and pathways. Ancillary works including electronic access control. The contractor must provide all materials, labour, and equipment, ensure compliance with health & safety and CDM regulations, and supply maintenance manuals, warranties, and as-built drawings. Estimated contract value: £160,000 Planned start date: January 2026. Completion expected within 4-6 weeks of commencement.

Conditions suppliers must meet to bid.
Tenderers must confirm that they have the legal capacity to enter into the contract and are not subject to any grounds for exclusion under the Procurement Act 2023. Tenderers will be required to provide evidence of appropriate insurance cover (public liability, employer's liability, and, if applicable, professional indemnity) upon contract award. Audited accounts are not required; however, tenderers must provide either recent management accounts, a statement of turnover, or equivalent evidence to demonstrate financial stability appropriate to the contract value. The Council reserves the right to carry out credit or reference checks as part of the due diligence process.
Tenderers must demonstrate experience in the design and construction of sports facilities of similar scale and complexity to the works described. Examples of at least two comparable projects completed within the last five years, including client references. Details of key personnel and relevant qualifications/accreditations demonstrating competency in MUGA construction, groundworks, and drainage. Confirmation that all materials and installation methods will comply with BS EN 15330-1:2013, SAPCA Code of Practice, or equivalent recognised standards. Equivalent qualifications, accreditations, and standards will be accepted.
