This notice details the award of contract for an Oral Health Promotion service for Camden and Islington to Whittington Health for 18 months starting on 2nd November 2021 for £519,884 The service sits under the Light Touch Regime of services within the Public Contracts Regulations 2015. Three suppliers were invited to submit a Request for Quotation (RfQ). the objectives of the procurement were as follows Key objectives of the procurement strategy To appoint a suitably skilled organisation to deliver an efficient, effective and innovative oral health promotion service to improve oral health and reduce oral health inequalities in the population of Camden and Islington. The strategic outcomes include a) Reduction in tooth decay b) Reduction in inequalities c) Increased access to the NHS dental services in children and adults d) Increased adult oral health quality of life Service Outcomes are: • collaboratively develop an innovative oral health promotion model • integrate oral health promotion into children's and vulnerable adult's commissioning and the broader public health agenda. As stated above Whittington Health was awarded the contract for the following reasons. Whittington Health NHS Trust is an integrated care organisation based in Islington with extensive experience of delivering public health programmes including oral health promotion, fluoride varnish, research and epidemiology in north central and north west London boroughs (including Camden and Islington). They bring strong clinical and strategic leadership in delivering programmes and have a good track record in meeting contractual expectations. Whittington Health NHS Trust provided an excellent quotation that clearly demonstrated that they can work strategically, using evidence based approaches to reduce oral health inequalities. There is a clear strategy to engage vulnerable populations and achieve the key objectives laid out in the service specification. They are able to deliver a high quality programme of targeted activities and clinical care into a range of settings that are in line with oral health strategic priorities. An excellent multi-sector collaborative approach that is strongly based on integrated working. Excellent examples were given in their quotation around key partners. Whittington Health NHS Trust will provide high quality monitoring and evaluation of the service that was demonstated in their quotation through a range of indicators. health needs assessments and service reviews to provide a structure from which to make service improvements. They have shown some innovation in the way that they will collect a wider range of outcome indicators to deliver extra value in this area, especialy addressing inequalities. Importantly they have demonstrated that they are able to mobilise alternative models of delivery through any future pandemics.
