HS2 have developed a TOM to define the end state business capabilities and update the long-term plan designed to ensure the right business capabilities are in place for a formal Office and Rail and Road audit and trail operations of the railway in 2027/2028. The TOM also aims to identify a timely specification of detailed processes and requirements. HS2 require an independent supplier to provide assurance of the TOM model developed by HS2
