***PRE-MARKET ENGAGEMENT EXERCISE*** PLEASE NOTE: The Pre-Market Engagement Questionnaire can be accessed in the CFT Documents area. Fermanagh and Omagh District Council (FODC) is currently preparing to initiate a procurement process to establish a contract with a Supplier for a Fermanagh and Omagh Poverty Support Programme. The potential scale and scope of this service is such that it offers a significant opportunity to bidders. Prior to initiating the procurement FODC wishes to establish the level of market interest in participating in the procurement process. Requirement will include but not limited to: • Seek out and target households impacted by, or at risk of, poverty; Over the course of the contract for 2026/27 • Carry out a full face to face initial assessment of need, for each household • Develop and agree a plan of personalised wraparound support for the client household, aimed at maximising income and reducing household costs • Make the necessary assisted hand-offs to other local services and support organisations • Carry out an energy efficiency assessment with each client household • Follow up to ensure the client gets the support they require and/or assistance to implement any relevant changes • Complete an exit interview with the client household to capture their lived experience of poverty and their evaluation of the support programme • The service provider will be required to meet with/report to Council officers, on a monthly basis **See questionnaire for further information This will be completed through a Pre-Market Engagement (PME) exercise. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE eTendersNI PortaI.*** Respondees are not required to wait until the closing date to submit a response.
