Brief Description of Requirement The Low Pay Commission (LPC) invites tenders for research to assess the factors that affect the labour market decisions of young people aged 16-24. This project has two separate, and distinct, requirements. The first requirement is for a review of the policies affecting young people's participation in education, training and work. The second requirement is for a qualitative or quantitative exploration of the factors that currently determine whether, and how, young people participate in the labour market, including the importance of the level of wages/minimum wages, education and training policy, and the system of financial and other support for young people. This contract will be awarded based on the evaluation criteria set out in the ITQ / RFP document.
