Description
Hackney Council is seeking to appoint a suitably experienced operator to manage, maintain and develop the Council's public tennis facilities and deliver a borough-wide community tennis development programme under a concession contract arrangement. The concessionaire will be responsible for the operation, programming, booking systems, customer service, maintenance and development of the facilities, including delivery of inclusive participation initiatives, coaching programmes, outreach activities and community engagement. The contract will operate as a concession arrangement whereby the appointed operator will derive income from users, coaching, events and associated activities and will pay a concession fee to the Council. The initial contract term is five years with an option to extend for up to two additional years.

Participation
Conditions suppliers must meet to bid.
Economic Suppliers must complete the Procurement Specific Questionnaire (PSQ) published on Hackney Council's Procurement Portal (ProContract). Suppliers must confirm compliance with all mandatory legal and regulatory requirements, including the mandatory and discretionary exclusion grounds under Schedules 6 and 7 of the Procurement Act 2023, Health and Safety requirements, and Modern Slavery obligations. Completion of all mandatory declarations and supplier confirmations is required on a pass/fail basis. Suppliers must confirm that they possess sufficient economic and financial standing, working capital and financial resources to deliver the contract. Suppliers must also confirm that they can meet the Council's minimum insurance requirements. Assessment will be undertaken on a pass/fail basis through the Procurement Specific Questionnaire (PSQ). Suppliers must provide evidence of relevant experience through two contract examples demonstrating delivery of comparable sports, leisure, community participation or concession services. Suppliers must also confirm that they maintain an appropriate Health and Safety management system.
