Description

Cyngor Gwynedd wishes to set up an Open framework agreement with a number of contractors to deliver its reactive maintenance work to its housing and non-housing buildings and sites. The framework is open to all departments and services within the council to utilise but prodominantly by the Properties and Housing Departments. This is an 8 year long framework Mandatory and optional re-opening to competition during the 8 year period.

Conditions suppliers must meet to bid.

Credit check SSI (Supplier Stability Indicator) and SER (Supplier Evaluation Risk Rating) shall require a score of Moderate or better shall PASS the qualifying stage. all other bidders will require the authority to conduct a risk assesment.

SSIP accreditation Lot specific: Any Electrical Contractor, lots 04,05,06 (commercial) and lots - 22,23,24 (domestic)– Electrical, or Sub-Contractor (all other lots) undertaking any electrical works shall be an Approved Contractor under an UKAS accredited Certification Body for Electrical work within the scope of BS 7671 for carrying out works on and certifying electrical installations relevant to the lot. Any Plumbing or Mechanical Contractor (Lots 07, 08, 09) undertaking works on mains gas services or LPG systems must be Gas Safe registered for non-domestic/commercial work and carry the appropriate Gas Safe card for the type of system being worked on. For Lots 10, 11, and 12 (domestic mechanical), contractors must be Gas Safe registered for domestic work. Any Contractor or Subcontractor working on oil-fired systems must be OFTEC registered. Any Plumbing Contractor (lots 10,11,12) or Sub-Contractor (all other lots) undertaking plumbing works shall demonstrate a clear understanding of WRAS as well as competency in safely working on systems to minimise the risks associated with legionnaires disease.
