Description

NHS England Specialised Services is commissioning Severe Intestinal Failure Services for the population of England. It is intended that this will be split into two phases: Phase 1 is to commission a number of Integrated Centres, treating patients with severe intestinal failure (SIF) Type 2 and 3 across England. They will provide SIF management and related hospital care and the local Home Parenteral Nutrition (HPN) service. In addition to support Transition, two national reference centres will be commissioned for a 3 year period. In order to be considered for an award as a national reference centre lot, your submission for the Integrated Centre(s) must be successful. Phase 2 is to commission Home Parenteral Nutrition Centres only in the areas not covered or awarded in Phase 1. Successful bidders who have been awarded a contract for an Integrated Centre/s in Phase 1 will have the opportunity to bid to provide additional HPN services in other locations outside of their awarded Lot. Bidders who were not successful or did not bid in Phase 1 can bid in Phase 2 to deliver HPN services working as part of a network for SIF services with an Integrated Centre. This procurement is to be split into two phases as explained in this notice. It is the Commissioner's intention to split phase 1 into 20 lots as outlined in the attachment to the PIN notice. The Commissioner welcomes any feedback on this lotting proposal and would appreciate it if potential bidders could respond via the market engagement questionnaire available as detailed below. This service is expected to be fully operational by 1 September 2020 (Both phase 1 and phase 2). Indicative Funding (pending approval and further analysis) available for the Services is a total of £187.3 million p.a. NHS England (Specialised Commissioning) is considering a contract length or 3 Years with the option to extend for a further year, (i.e. 3+1). NHS England is asking potential bidders to complete a market assessment questionnaire to help inform the future commissioning strategy. The aim of the market engagement exercise is to inform potential providers on the opportunity and to collate feedback on the proposed market intervention. The information will be used to assist the commissioner in deciding on the most appropriate strategy for the future procurement. Questionnaires must be submitted by 3pm on the 17th June 2019.
