Westminster City Council is undertaking a comprehensive re-procurement programme for its housing repairs, maintenance and works contracts, currently delivered through a portfolio of Term Partnering Contracts (TPCs). The Programme forms part of the Council's wider strategic approach to the management, maintenance and improvement of its housing portfolio and is being delivered through a multi-tranche procurement programme supported by a Strategic Alliance model. The Council manages approximately 21,000 homes across the City, including a significant number of high-rise residential buildings, listed properties and buildings located within conservation areas.
As part of Tranche 2 of the programme, the Council is seeking to appoint suitably qualified and experienced providers to deliver comprehensive mechanical, electrical and domestic heating maintenance, repair, replacement and installation services across its housing portfolio.
The Mechanical contract is expected to include the planned preventative maintenance, inspection, testing, repair, renewal and replacement of communal mechanical assets and systems, including communal heating and district heat network infrastructure, boiler houses, mechanical ventilation systems, cold water storage tanks and pumps, sewage and stormwater pumping stations, controls and associated plant. The scope is also anticipated to include water hygiene management, legionella compliance activities, 24/7 emergency response services, and support for the Council’s Building Safety Act and Golden Thread obligations. The Council is additionally exploring the potential inclusion of broader heat network maintenance, repair and operational services and welcomes feedback from organisations with relevant experience in this area.
The Electrical contract is expected to cover the inspection, testing, maintenance, repair, renewal and installation of electrical systems and associated infrastructure, including landlord and communal electrical installations, fixed wire testing, emergency lighting, landlord distribution systems, street and estate lighting, security and alarm systems, fire safety interfaces and low-carbon technologies such as solar PV, battery storage and electric vehicle charging infrastructure.
The Domestic Heating contract is expected to include the servicing, maintenance, repair, replacement and renewal of domestic heating systems, including gas safety inspections, boiler and heating system replacements, associated pipework, controls, alarms and statutory compliance activities. Across all three service provisions, the Council expects providers to deliver safe, compliant, reliable and resident-focused services in accordance with all applicable legislative, regulatory and industry requirements.
Based on current assumptions, the estimated values for each contract opportunity are:
- Mechanical: £31,079,483 (excluding VAT), £37,295,379 (including VAT)
- Electrical: £18,046,747 (excluding VAT), £21,656,096 (including VAT)
- Domestic Heating: £9,426,595 (excluding VAT), £11,311,913 (including VAT)
- District Heating Networks: £13,500,000 (excluding VAT) £ 16,200,000 (including VAT) (may form part of the Mechanical contract subject to the outcomes of the PME process)
