Description

SE1184 aims to re-procure a multi-provider, multi-LOT Framework to support Sport England's Active Environments priority whilst further contributing to delivery against our place expansion, future of public leisure and wider planning work. The Framework, promoting active spaces and healthier communities, provides high-quality consultancy services for the sport and leisure sector. Consultants now play a significant role in strategic planning and investment projects for local authorities, aligning with Sport England's guidelines. With 43% of Local Authorities requesting to access it, the Framework streamlines procurement, saves time, and facilitates collaboration with Sport England. Users value the expertise and express strong interest in its continued use. The Active Environments Framework provides consistent, high-quality consultancy support to help organisations, such as Local Authorities, Active Partnerships, and System Partners, address capacity and capability challenges. It also serves as a tool for Sport England to influence external investment and protect Lottery funding. Internally, the Framework allows for commissioning work without needing extensive procurement or legal involvement, saving both time and resources, especially important in areas under strain. With significant engagement 2,098 webpage views, 2,359 downloads, and 180+ access requests, the Framework is crucial for Place Expansion, giving Active Partnerships and Local Authorities access to specialised support in Strategic Outcome Planning, Leisure Services, Needs Assessments, Town Planning, and Urban Design. As we move into the next phase of Place Expansion, the Framework will continue to empower Sport England to influence consultancy quality and approaches, ultimately strengthening guidance and knowledge-building within the sector, particularly public services. This in turn means we see better strategic decision making across authorities which are more outcomes driven and aligned to UTM.
