Description
The FC BISA ISS contract establishes a requirement to deliver comprehensive in-service support for the Army’s fire control systems (FC BISA, FCA, and BPD) through to their planned out-of-service date of 2035. This includes Contractor Logistic Support (CLS), software maintenance and updates to ensure continued compatibility with BCIP infrastructure, hardware and engineering support, and integrated logistics functions such as helpdesk services, obsolescence management, configuration control, and technical documentation. Additional requirements cover safety, security, quality management, training support, and ad hoc or post-design services, ensuring the system remains safe, operational, and aligned with evolving battlefield and security needs.
The estimated value of the contract is £42.7 million (excluding VAT), categorised as a Category C project and governed under the Single Source Contract Regulations (SSCR) 2014. The requirement will be supplied through a Direct Award to CGI IT UK Ltd under the Procurement Act 2023, reflecting their role as the incumbent developer and support provider. Delivery will follow an Invitation to Negotiate (ITN), detailed evaluation, and negotiation process, resulting in a contract structured over four years with four optional one-year extensions. The strategy includes key enablers such as a robust Intellectual Property Rights approach, performance incentives, provision of Government Furnished Assets, and formal contract management arrangements to ensure effective delivery and value for money.
