SPaTS Framework Lot 1: Human Factors Review of VSS policy

To provide a comprehensive report and recommendations, together with supporting material, on how to improve our VSS policy, from a human factors point of view. Initially this will be a literature review of the optimum way of providing information via VSS based on previous research and then to carry out any required additional research.
