Meadowcroft Community Centre - Toilet Redevelopment Project Issued By Stratton St Margaret Parish Council Meadowcroft Community Centre Addison Crescent Swindon SN2 7JX Contact: Chris Matthews, Deputy Clerk Chris.Matthews@strattonstmargaret.gov.uk 1. Introduction Stratton St Margaret Parish Council invites suitably qualified and experienced contractors to submit tenders for the redevelopment and refurbishment of the toilet facilities at Meadowcroft Community Centre. The aim of this project is to modernise the existing facilities, improve accessibility, increase durability and ease of maintenance, and provide a welcoming environment for community centre users. The Council is seeking a contractor capable of delivering high-quality workmanship, effective project management, and minimal disruption to the operation of the community centre. A key requirement of this project is that public toilet provision must remain operational throughout the duration of the works to ensure the community centre can continue operating safely and effectively. Tenderers should clearly set out how they intend to phase the works and maintain toilet access during the project. 2. Background Meadowcroft Community Centre is a well-used community facility serving residents of Stratton St Margaret and surrounding areas. The building hosts a wide range of activities including community events, meetings, youth provision, fitness classes, and private hire functions. The existing toilet facilities are now in need of redevelopment due to age, wear and tear, accessibility improvements, and the need to provide modern, efficient, and user-friendly amenities. 3. Project Overview The works will include the full redevelopment of the existing toilet facilities located within Meadowcroft Community Centre. The current layout consists of separate male and female toilet facilities. The proposed redevelopment will reconfigure the area into a modern unisex toilet arrangement consisting of: • 4 individual unisex toilet cubicles • 1 accessible disabled toilet • 1 dedicated baby changing area In addition to the toilet redevelopment, the footprint of the nearly existing women's toilet area will be converted into a small dance studio/multi-use activity space incorporating floor-to-ceiling mirrors. The Council has drawings available showing both the existing building layout and the proposed new layout, which will be provided as part of the tender documentation. The successful contractor will be expected to provide all labour, materials, equipment, supervision, and associated works necessary to complete the project. The Council anticipates the project will include, but not necessarily be limited to: • Strip out and disposal of existing fixtures and fittings • Internal alterations to accommodate the new layout • Installation of structural support beam(s) and any associated structural alterations required for the new layout • Plumbing alterations and upgrades • Electrical alterations and upgrades • Installation of floor to ceiling unisex toilets, hand dryers and sanitaryware • Accessible toilet installation compliant with current regulations • Wall and floor finishes • Ceiling works and lighting • Ventilation improvements • Decoration and finishing works • Making good to surrounding areas • Waste removal and site clearance 4. Scope of Works The contractor shall: 4.1 Pre-Construction • Attend a site visit prior to submission of tender • Review all supplied drawings and specifications • Highlight any concerns, omissions, or recommended improvements • Provide a programme of works • Provide a phased delivery plan showing how toilet facilities will remain operational throughout the project • Provide copies of all relevant insurances and accreditations 4.2 Demolition and Strip-Out • Safely remove existing sanitaryware, cubicles, finishes, fixtures, and redundant services • Dispose of waste in accordance with environmental regulations • Protect retained areas from damage and dust 4.3 Plumbing Works • Modify or replace existing pipework as required • Install new WC pans, basins, taps, flushing systems, and associated fittings • Ensure all plumbing complies with current regulations and standards 4.4 Electrical Works • Upgrade lighting where required • Install energy-efficient LED lighting • Provide extractor fans and associated electrical works • Ensure all electrical works are certified 4.5 Accessibility Improvements • Ensure the accessible toilet meets current accessibility standards • Install appropriate grab rails, alarm systems, and accessible fixtures • Ensure suitable circulation space is maintained 4.6 Finishes • Install durable commercial-grade wall and floor finishes • Provide hygienic and easy-to-clean surfaces • Complete all decoration works to a high standard • Small dance studio/multi-use activity space incorporating floor-to-ceiling mirrors 4.7 Completion • Thoroughly clean the site upon completion • Provide all relevant certificates and warranties • Rectify any defects identified during handover 5. Contractor Requirements Tenderers must demonstrate: • Experience delivering similar refurbishment projects • Experience working within occupied public/community buildings • Relevant qualifications and certifications • Adequate public liability insurance • Adequate employer's liability insurance • Health and safety competency • Ability to deliver the project within the proposed programme The Council reserves the right to request references from previous clients. 6. Programme The anticipated programme is as follows: Stage Date Tender issued 21st May 2026 Sites Visits 22nd May 2026 to 16th June Deadline for clarification Questions 19th June 2026 Tender submission Deadline 21th June 2026 - Midday Contractor appointment 2nd July 2026 Anticipated Start on Site Within 3 months of being awarded the contract The Council reserves the right to amend these dates. 8. Project Budget The available budget for the project is up to £50,000 excluding VAT. Tenderers are encouraged to provide best value solutions whilst maintaining high standards of quality, durability, accessibility, and finish. 9. Tender Submission Requirements Tender submissions must include: • Company profile • Relevant experience and case studies • Proposed methodology • Programme of works • Breakdown of costs • Copies of relevant insurance certificates • Health and safety policy • Proposed warranty/defects period • References from at least two recent similar projects Tenders should clearly identify: • Total project cost excluding VAT • Total project cost including VAT • Any exclusions or assumptions • Any optional cost items 10. Evaluation Criteria All tenders are presented to council and compared in a full council meeting within confidential session. All logos and company names are removed. The Council is not bound to accept the lowest tender. 11. Health & Safety The successful contractor will be expected to: • Comply with all current health and safety legislation • Provide RAMS (Risk Assessments and Method Statements) • Maintain a safe working environment • Minimise disruption to building users • Ensure safe and continuous public toilet access throughout the duration of the works • Maintain suitable segregation between construction activities and public areas • Ensure safeguarding considerations are followed where applicable 12. Terms and Conditions The Council reserves the right not to appoint any contractor. All costs associated with preparation and submission of tenders shall be borne by the tenderer. Any variations to the scope of works must be agreed in writing. Contractors shall be responsible for verifying all dimensions and site conditions. The successful contractor may be required to enter into a formal contract agreement. 13.
