Description
The London Legacy Development Corporation (LLDC) intends to establish a new Sustainability, Planning and Development, Actions, and Resilient Knowledge (SPARK) services Framework to support the continued stewardship, regeneration and long-term development of Queen Elizabeth Olympic Park (QEOP), LLDC-managed assets and wider Mayoral Development Corporation priorities.
The framework will provide access to specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes.
The procurement will be structured to deliver a flexible and efficient route to market, allowing the Authority to draw down specialist support for planned programmes, policy development, project-specific commissions, emerging priorities and reactive advisory needs. The framework will also support LLDC’s ability to respond to future statutory, policy and operational requirements as the estate and wider regeneration programme continue to evolve.
The total framework value stated in the notice is a maximum potential aggregate value for notice purposes only. It provides commercial headroom for LLDC and eligible GLA Group bodies over the life of the framework and does not represent a guaranteed level of spend or commitment to award work. LLDC’s current internal sustainability-related budget is approximately £200,000 per annum, subject to annual budget approvals, future business need, funding availability and the specific requirements commissioned under the framework.
The framework is intended to support value for money by establishing a compliant, transparent and competitive route to market, reducing the need for repeated standalone procurements, improving access to specialist expertise and enabling timely delivery of sustainability outcomes across LLDC’s estate and programmes.
